Barclays Infrastructure Funds
Barclays Infrastructure Funds is the infrastructure funds management business that has been operating through Barclays Private Equity Limited since 1996 and focuses on investment in social infrastructure projects in the UK and continental Europe.
Social infrastructure projects include the construction and long term maintenance and management of core public infrastructure such as primary and secondary schools, community healthcare facilities and larger acute hospitals, emergency services facilities, local and central government offices and student accommodation for Universities. These projects are mainly financed under the Private Finance Initiative (“PFI”) in the UK and Public Private Partnership (“PPP”) frameworks in the UK and continental Europe.
The majority of PFI and PPP contracts will be awarded following an open and competitive tendering process complying with the relevant European Union rules on public procurement. Most projects are competed for, and undertaken by a consortium of companies. The reason for this is that, in general, no single company can easily fulfil all the criteria of the relevant concession agreement, which typically include the requirement to design, build, finance and operate a new asset, or operate, maintain and finance existing assets. Our business is therefore based on partnership – with our public sector clients and our private sector partners.
